For many years, the “Tax Haven” status of Andorra attracted foreign investment. However, since Andorran administration has made a commitment to normalize its fiscal framework, namely by lifting bank secrecy as part of its political strategy, in order to have the principality taken off the list of tax havens, the country’s attractiveness has suffered. Nevertheless, tax burden remains lighter than the European average.
Foreign Investment Law was ratified on June 21, 2012, opening the economy to FDI, especially by allowing 100% foreign ownership Andorran companies. Prior to the enactment of this law, more than 200 economic activities (aesthetic medicine, manufacturing, broadcasting, e-commerce, research and development, etc.) were already fully open to foreign investment. The project of a new law on income taxation, which should come into force in 2016, could slightly slow down the influx of individual realty buyers, who represent a significant part of Andorra’s FDI.
